Laplace is a Rare Skill.

Unlike most Rare Skills, it normally manifests first as its subskill version, Charisma, and can later develop into Laplace in a similar manner to how Rare Skills rise in rank[1]. It is also possible to have Charisma as a subskill alongside a Rare Skill that isn't Laplace.

Like Charisma, Laplace has a stabilizing effect upon the Neunwelt Tactic, particularly when the tactic is being carried out by more than 9 Lilies[2].

Although Laplace was considered a theoretical possibility during the events of Assault Lily: Bouquet, its existence and effects were still uncertain. The deceased Kawazoe Misuzu was thought to have possessed Laplace, and Mashima Moyu suspected that the skill was able to manipulate people's memories[3]. (This may have been a result of confusion with Misuzu's true Rare Skill, Rank S Übersein[4], but it is unknown whether this is actually her Rare Skill in the anime/game continuity.)

Hitotsuyanagi Riri mysteriously awakened to a power beyond that of Charisma during the Shinjuku Area Defense Collapse, and by using it, she and other surrounding Lilies were able to execute a 19-person Neunwelt Tactic[5]. It is Futagawa Fumi's belief that this ability was Laplace, though this is unconfirmed[6].
